The following guidelines have been approved by the Troop Committee for the general operations of the troop (Now in the 7th year of "hand me down and revisions". These are guidelines and not intended to replace practices that are dictated by BSA or overbear on the resources of Parents and Leaders that are involved in carrying out the guidelines.


UNIFORMS

The Troop has three levels of uniform wear for its scouting program in which the troop participates, this does not include civilian clothes which should be neat. The three levels and the appropriate times to wear them are as follows.

"Class A, formal": Boy Scout Uniform

This uniform is described in the Boy Scout Handbook and includes:

The official uniform shirt, with all proper insignia,

Merit Badge Sash (if merit badges have been earned),

Trousers or Shorts (dark green if not official),

Scout Web Belt (dark brown if not official),

Appropriate socks (must be official if shorts are worn),

Troop neckerchief (First Class Scouts and higher),

Troop Hat,

Brown or dark colored shoes (athletic style shoes are discouraged)

BOARDS OF REVIEW (Official Trousers or Shorts required at 1st Class and Eagle Board of Review)

COUNCIL EVENTS SUCH AS

"Class C": Work uniform or casual wear

This uniform includes:

The Troop T-shirt, or Boy Scout casual shirt,

Clean jeans, pants, or shorts

Troop Hat,

Comfortable shoes (athletic style shoes are discouraged)

GENERAL RULES OF TROOP 326

1. Proper uniforms should be worn at all meetings and activities. Please refer to the uniform section of the troop policies.

2. Foul language or obscenities of any kind will not be tolerated.

3. The Scout Oath and Laws will be the main guidelines that the troop members will abide by for all activities that represent the troop.

4. Corrective action will be taken in the following manner:

5. Keep your hands to yourself. That means no pushing, shoving, or hitting unless involved in an organized game.

6. Do not take or pick up anything that does not belong to you.

7. Full uniform (CLASS A, formal) must be worn to all Boards of Review.

8. All travel to or from meetings and activities must be in scout uniform.

9. No radios, tape players or TV's will be allowed on any Troop or Patrol Activities, unless it is a part of training or the program. If seen or heard, they will be taken away and returned after the camping trip.

10. No junk food (soft drinks, chips, candy, etc.) will be allowed on any troop or patrol activity unless planned as part of the menu.

11. No food, drink, or flames/fire will be allowed in the tents.

Five nights of camping, other than long term.

Attendance at a long term camp with the troop.

Six months of leadership service in the troop.

Special recognition by vote of the troop committee.

Upon entering the Tenderfoot Rank, each Scout will be presented with a Troop neckerchief during an appropriate ceremony.

A week after successful completion of a Board of Review, each scout will advance his name board to the appropriate rank on the Troop 326 advancement board in a troop closing ceremony. He will then be presented the cloth badge of his new rank so that it may be worn immediately.

A formal Court of Honor will be held at least twice a year to formally recognize all achievements since the last Court of Honor. Scouts will be recognized with the presentation of cards and badges not previously awarded.

In addition to the permanent rank recognition, the Green Bar Council (Patrol Leaders Council) may also award the Troop 326 Scout Spirit Award. This award will be given to the scout who best demonstrates Scout Spirit during the previous month.


ACHIEVEMENT CERTIFICATION

Each scout shall demonstrate his proficiency in the skills identified in the individual requirements for each rank.

The approval of each task will be by another scout:

a) Usually a member of the same patrol, who has achieved at least the rank of First Class.

b) Another Scout who has been designated by the Scoutmaster to certify specific requirements. (Instructors)

Successful Completion of the task will be noted in the Scout's Handbook with initials and date of achievement.

Parents and siblings normally will not sign-off for members of their own family unless the requirement is completed during a group training session.

Certain skills, deemed critical by the Troop Committee and Scoutmaster, will require the completion of a standard test given by a Scout designated as an Instructor by the Scoutmaster.

SCOUT SPIRIT

In order to achieve credit for the Scout Spirit requirement, each scout is reviewed by the Scoutmasters and adult leaders who have observed the Scouts behavior. The Patrol Leaders Council (Green Bar) will be regularly consulted for Scout behavior for this achievement. Scouts will be advised of inappropriate behavior prior to review for this achievement using the methods of the "General Guidelines of Troop 326". If the behavior is still inappropriate at the time of review for Scout Spirit. The Scout will be advised by the Scoutmaster and Scoutmasters in consultation with the Patrol Leaders Council for Scout Behavior modifications and timing for approval.

In order to be credited for Leadership requirements, the scout should participate in seventy (70) percent of the scheduled troop activities during the period including troop meetings, Green Bar Meetings, service projects, outings and other scheduled events. UNIFORMS

As each scout completes additional requirements, he will present his book and embossed belt loop to the Advancement Chairman and the patrol or troop scribe. The Advancement Chairman will update troop records and add any beads to the belt Loop. The patrol or troop scribe will updated the wall chart.


SCOUTMASTER CONFERENCE

The Scoutmaster Conference shall be conducted after the completion of all other requirements and prior to the Board of Review.

The Assistant Patrol Leader and Patrol Scribe are responsible for scheduling the Conference with the Scoutmaster at least one week in advance. The conference is to be held outside of a regular troop meeting at the Scouts home or the Scoutmasters home.

· · The scout should be dressed for uniform inspection.

· · The Scout should have his Boy Scout Handbook.

· · The Scout will be examined for Scout skills during the Conference.

No scout may appear before a Board of Review until he has completed the Scoutmaster's Conference.


BOARD OF REVIEW

A Board of Review for the ranks of Tenderfoot through Life shall consist of at least three registered adults, none of whom may be related to the candidate.

Boards of Review will be conducted on a regular basis. Scouts who have completed all requirements may sign up for Boards of Review on the Chart posted in the Troop Meeting Room. Boards will not be held if the candidate does not wear his Class A, Formal uniform or does not have his Boy Scout Handbook.

Boards of Review will focus on some skills demonstrations and the Scout's goal for accomplishing the next rank of advancement. "The PURPOSE of the Board is not to re-test the Scout, but to make sure he has met all the requirements, to chat with the Scout about how he feels he's getting along with the troop and its program, and of course encourage him to keep advancing." Skills demonstration may be required for Star and Life candidates, but the focus of the board will be on the Scout's leadership role and his plan for the next rank..

The Advancement Chairman will notify the Scoutmaster of the results of the Board of Review and will record the advancement on the proper forms. The Advancement Chairman will provide the Scout with the appropriate badge of rank a week after the Board of Review in the Closing ceremony of the Troop Meeting.

Each successful Life Scout will be presented with the Eagle Scout Project Packet, Project Ideas Book, and Eagle procedures.

Eagle Scout candidates must consult directly with the Advancement Chairman to insure all requirements and documentation are in order prior to scheduling of an Eagle Board of Review. The Advancement Chairman will be responsible for assembling and scheduling the Board of Review. Upon completion the Advancement Chairman will forward the completed paperwork to the Council Office.


MERIT BADGES

The Advancement Chairman will maintain a roster of merit badge counselors as a resource for the Scouts.

Once a scout determines that he wishes to complete a given merit badge, he will contact the Advancement Chairman for an approved counselor and a merit badge application card. Scouts should be urged to undertake a merit badge with a buddy. All Scouts are encouraged to seek merit badge awards including scouts working on First Class. Scouts working on First Class should be counseled by the Advancement Chairman or Assistant Scoutmaster.

The Scout is required to contact the counselor and arrange for the required training sessions. Upon completion of all requirements, the scout must return the completed merit badge application to the Advancement Chairman for processing. Merit badges are normally awarded at the next regularly scheduled Court of Honor.

Merit badges completed during formal camps or during troop meetings will be processed upon receipt of a completion roster from the assigned instructor.
